Concrete in Knightsville — county roads, culverts and the 2024 washouts

Knightsville is the older, less planned side of Summerville along Central Avenue and Orangeburg Road: county-maintained roads with ditches, 1980s–2000s houses on wet ground, and the roads Debby washed out in August 2024.

New concrete driveway apron crossing a grassy roadside swale on a culvert pipe with poured end sections on a pine-lined Dorchester County street

Knightsville is the community west of downtown along Central Avenue, Orangeburg Road and Highway 78 — older than the master-planned neighborhoods, with houses from the 1970s through the 2000s on bigger lots, many of them on Dorchester County roads with roadside ditches instead of curb and gutter. That makes it culvert country: every driveway crosses the ditch on a pipe, and when Tropical Storm Debby put 10 to 20 inches on the county in August 2024 the National Weather Service reported washouts near Summerville, Ridgeville and Knightsville by name. An apron poured over a crushed, undersized or silted pipe blocks the ditch, backs up the water, and goes with it. The ground is the county's typical Rains, Lynchburg and Goldsboro — water within a foot or two in winter — and the January 2025 snow (four and a half inches at Knightsville) was the kind of freeze that lifts an unreinforced walk.

Our Knightsville work is driveway aprons and culverts done to the county's rules — the free Dorchester County encroachment permit, the pipe sized for the ditch and set at the invert, concrete end sections, the apron graded so it doesn't alter the ditch flow — alongside the usual driveway replacements, patios, shed and generator pads on the bigger lots, and foam lifting for the slabs that sank after the water went down. Dorchester County's Public Works is clear that driveways can't go in easements, and the old lots here have drainage easements in odd places; we pull the plat before we pour.

Questions from Knightsville homeowners

My apron washed out in Debby. Who fixes it?

The pipe and apron are the homeowner's under the county encroachment permit, even though they're in the right-of-way. We replace the pipe at the right size and invert, pour new end sections and apron, and file the permit — it's free.

Do I need a permit to replace my culvert pipe?

Yes, Dorchester County's encroachment permit, which is free and takes a few days. Pouring over a crushed pipe without it is how aprons end up in the ditch.

Can I put the shed on the back of my acre lot?

If it's outside the drainage easement — and on the older Knightsville lots the easements aren't always where you'd guess. We check the plat first.

Why did my walk lift after the snow?

Clay and water under an unreinforced slab. A base, wire and closer joints keep the next freeze from doing it again.
